The T.A.M. are supposed to monitor and protect earth colonies from incoming attacks. However because of the vast distances between earth and humanites enemies the T.A.M. cannot protect all it's colonies all of the time.
Though technically illegal, most colonies have formed their own Colonial Defense Militia to protect themselves, armed to protect themselves from the dangers of space, pirates, resource thieves, colony terra-thieves (other races that wait for someone else to terraform a planet then attack and claim it as theirs) however most aren't enough to stop invasion forces some have become known and often that's enough to repell most attacks.
